Admins create a new server, sometimes. When servers are full, they are really full and there's no available slot. Why don't they create new servers? Probably because the game is still in alpha and they create English servers to begin the internationalisation of the game.

So several options to play:
-wait a new server;
-wait that a player leaves a current game server;
-wait a player creates a new family;
-wait admins kick inactive players (it will be soon for the server Hobbes, maybe tomorrow or tuesday).
